The Will of the Ancients IRC channel can be found on the LunarNet server. To enter you'll need an IRC client such as mIRC or Trillian. Below are the details:
IRC Server: irc.lunarnet.org
Port: 6667
Channel: #panzerdragoon
If you've never used IRC before, I have written some step by step instructions that will get you into the chat:

mIRC Instructions
1) Go to http://www.mirc.com/get.html and download mIRC 6.03 or later from the mirror nearest to you.
2) Once you've installed mIRC, run the program and a window should pop up called "mIRC Options". Click on the "Add" button.
3) Type in the following text for each blank field:
Description: LunarNet
IRC Server: irc.lunarnet.org
Port(s): 6667
4) Click on the "Add" button.
5) Now type in your full name (don't put your real name if you don't want to), email address (it can be a fake as well), and the nickname you're going to use. You can enter another name into the "Alternative" field if you want to, just in case someone else has already chosen the name you picked. Nicknames cannot contain spaces.
6) Click on the "Connect to IRC Server" button. If a window pops up with a list of channels just close it for now.
7) If the nickname you chose has already been chosen you'll get a "This nickname is registered and protected" message. You can change your nickname by typing the following:
/nick Azel
...where 'Azel' is the name you want to call yourself.
8) It's a good idea to register your name so that no one else can steal it. You can do this by typing the following:
/msg NickServ REGISTER shelcoof
...where 'shelcoof' is the password that you're going to use to identify yourself.
9) Now you can join the channel and actually start talking. Type in the following:
/join #panzerdragoon
...and you'll be greeted by a "welcome" message, showing that you're in.
10) Next time you log on all the details you typed in before should already be in the "mIRC Options" window. If you registered you'll be asked to identify yourself. You can do this by typing:
/msg NickServ IDENTIFY shelcoof
...replacing 'shelcoof' with the password you entered before.
